주 정부가 북한의 최근 탄도미사일 발사를 강력히 규탄했습니다.

[호주 외무부 성명] “Australia strongly condemns North Korea's launch of eight ballistic missiles this week – which violates multiple UN Security Council resolutions and undermines the global non-proliferation regime. The test on 5 June is the latest demonstration of the regime’s reckless and destabilising behaviour. North Korea has launched a total of 31 ballistic missiles so far this year, including six intercontinental ballistic missiles. Its apparent preparations to undertake a nuclear test are likewise gravely concerning and a threat to the peace and security of our region.”

호주 외무부는 8일 페니 웡 장관 명의의 성명을 통해 “호주는 이번 주 북한의 8발 탄도미사일 발사를 강력히 규탄한다”며 “이는 다수의 유엔 안보리 결의를 위반하고 국제 비확산 체제를 훼손하는 것”이라고 밝혔습니다.

이어 “지난 5일 시험은 북한 정권의 무모하고 불안정한 행동을 보여준 가장 최근의 사례”라면서 “북한은 올들어 지금까지 대륙간탄도미사일(ICBM) 6발을 포함해 총 31발의 탄도미사일을 발사했다”고 지적했습니다.

또한 “명백한 북한의 핵실험 준비 징후 역시 중대한 우려이자 역내 평화와 안보에 심각한 위협”이라고 강조했습니다.

[호주 외무부 성명] “Australia calls on the Security Council to respond decisively to North Korea’s continued violation of its legally binding resolutions. We further urge Pyongyang to abandon its nuclear weapons and ballistic missile programs and return to meaningful dialogue with the United States and the Republic of Korea. Permanent peace and stability on the Korean Peninsula can only be achieved through dialogue. Effective sanctions enforcement requires a global effort. Australia will continue to strictly enforce all UN Security Council resolutions against North Korea and we encourage all countries to do likewise. Australia will also continue to keep our autonomous sanctions against North Korea under review.”

그러면서 “호주는 유엔 안보리가 북한이 법적 구속력 있는 결의안을 지속적으로 위반하는 데 대해 단호하게 대응할 것을 촉구한다”고 말했습니다.

아울러 “우리는 북한이 핵무기와 탄도미사일 프로그램을 포기하고 미국·한국과의 의미 있는 대화로 복귀할 것을 촉구한다”며 “한반도의 항구적 평화와 안정은 대화를 통해서만 달성될 수 있다”고 밝혔습니다.

호주 외무부는 “효과적인 대북제재 집행을 위해서는 전 세계적인 노력이 필요하다”면서 “호주는 북한에 대한 모든 유엔 안전보장이사회 결의를 계속 엄격하게 집행할 것이며, 모든 국가가 그렇게 하기를 독려한다”고 말했습니다.

그러면서 “호주 정부는 대북 독자 제재 또한 계속 검토할 것”이라고 강조했습니다.

호주 정부는 유엔 안보리 대북제재와는 별도로 지난 2006년부터 대북 독자제재를 시행하고 있습니다.

호주 정부는 앞서 지난 3월에도 북한의 대륙간탄도미사일(ICBM) 발사와 관련해 북한 소재 ‘조선은금회사’와 러시아 소재 기관 2곳에 대한 대북 독자제재를 단행한 바 있습니다.

앞서 북한은 지난 5일 오전 평양 순안과 평안남도 개천, 평안북도 동창리, 함경남도 함흥 일대 등 4곳에서 동해상으로 단거리 탄도미사일 8발을 발사했습니다.

북한의 이번 발사는 한국의 윤석열 정부 출범 이후 세 번째 도발이자 올해 들어서만 18번째 무력시위입니다.

독일 외무부도 8일 성명을 통해 “독일 정부는 북한의 다수의 단거리 탄도미사일 시험발사를 강력히 규탄한다”고 밝혔습니다.

[독일 외무부 성명] “The German Government vehemently condemns the series of tests of several short-range ballistic missiles by North Korea. The tests constitute a violation of the obligations set out by the relevant United Nations Security Council resolutions and thus of international law. They not only jeopardise international and regional security and stability but also pose a risk to international air traffic and shipping.”

독일 외무부는 “(북한의 탄도미사일) 시험은 관련 유엔 안보리 결의에 명시된 의무를 위반한 것이며, 따라서 국제법을 위반한 것”이라고 비판했습니다.

그러면서 “북한은 국제사회와 역내 안보와 안정을 위태롭게 할 뿐만 아니라 국제 항공과 교통·운송에도 위험을 초래한다”고 지적했습니다.

[독일 외무부 성명] “The German Government urges North Korea yet again to refrain from carrying out further tests, to implement the decisions of the Security Council in full and to enter into a dialogue on the complete, verifiable and irreversible ending of its programmes to develop weapons of mass destruction and ballistic missiles.”

이어 “독일 정부는 북한에 추가 시험을 자제할 것을 거듭 촉구한다”고 말했습니다.

아울러 “유엔 안보리 결정을 완전히 이행하고 대량살상무기(WMD)와 탄도미사일 개발 프로그램의 완전하고 검증가능하며 돌이킬 수 없는 폐기에 대한 대화에 참여할 것을 촉구한다”고 강조했습니다.
